The second European Football Championship involved 29 teams and once again politics intruded: Greece withdrew after being drawn against Albania. As in 1960, the entrants played in a knock out tournament with home and away legs in each tie to produce four finalists. Spain were chosen to host the final competition and on this occasion, the Spanish government gave UEFA a guarantee that it would not interfere when Spain were scheduled to play the Soviet Union.

The hosts had to work very hard to beat a talented Hungarian side and needed extra time after Nagy pulled Hungary level with six minutes of normal time left.

Hungary were firm favourites for the bronze medal but Denmark clung on and snatched a late equaliser to force extra-time. Dezsö Novák scored from a free-kick and a penalty to give his side victory.

Spain took an early lead in front of a large and boisterous home crowd but the Soviets struck back immediately. A goal six minutes from the end settled a tense match in Spain's favour with President Franco in attendance.
