UEFA Euro 96
In May 1992 UEFA voted for England to host the 1996 finals, the first major international football tournament to be held there in 30 years. Six months later UEFA decided to expand the tournament from 8 to 16 teams. Due to the implementation of the Taylor Report, there were more than enough all-seat stadia to accommodate this
These were the first finals to be styled "Euro XXX" and featured several innovations. Games that went into extra-time were decided by the Golden Goal rule, meaning the first team to score won the match. Penalties were used if there was no score in extra-time. Three points were awarded for a win instead of two and goalkeepers were no longer permitted to handle the ball when received from the feet of a team mate. Competition patches were worn on the sleeves of team shirts for the first time.
The participants were split into four groups with the top two in each progressing to the knock-out phase, a format that was used until the 2012 competition. If teams finished level on points in the group phase, their positions were determined by the result(s) between them rather than overall goal difference. If they could still not be separated, the number of goals scored became decisive.
