Brazil qualified convincingly by winning the South American Women's Football Championship, which had been held in Mar del Plata, Argentina in March 1998, having scored no fewer than 66 goals in their six matches. Their star player, Sisiedo do Amor Lima, known as Sissi, was now 32 and would retire from international football after this tournament. Mexico had qualified by winning a play-off against the runners-up from the South American competition, Argentina. Italy had topped their group in the European qualifiers while Germany, who had finished second in their group behind Norway, had to negotiate a two-legged play-off egainst Ukraine.
