Norway, the World Champions, had qualified by toppng their group whereas Russia had come through the play-offs. Canada had taken the one CONCACAF place available (the United States had qualified automatically as hosts) by winning their regional Women's Championship in 1998. Japan had finished third in the 1997 AFC Women's Championship to earn their place, during the course of which they had recorded a 21-0 win against Guam.
