Argentina were expected to progress but defeat by England and a draw against Hungary in their final match meant that they became the first team in World Cup history to be eliminated on goal average. Bulgaria appeared in the finals for the first time. Average attendances were around 7,600, the lowest of all the groups.

A poor match was settled by a goal in the fourth minute, scored by Héctor Facundo.

After going behind to a goal by Tichy England fought hard to get back into the game and got their reward after an hour of play, Flowers scoring from a penalty. Almost immediately, however, Florian Albert picked up the ball after Flowers slipped and steered it past Springett in the England goal.

Having stumbled to defeat in their opening match, England's players put on a much better display against Argentina. Flowers opened the scoring with a penalty and Booby Charlton made it 2-0 just before half-time. Jimmy Greaves, otherwise having an off day, scored a typically opportunistic goal in the second half. Argentina's consolation goal came nine minutes from the end.

With 12 minutes played, Hungary were 4-0 up and completely outplayed Bulgaria throughout the match.

With four points in the bag and a hatful of goals, Hungary could afford to rest Albert and play for the draw. Argentina needed a win to stand any chance of going forward given their inferior goal average but they could not penetrate Hungary's strong defence.

Bulgaria were already eliminated and made little effort. In fact both teams were content to play out a draw knowing that England's goal average would see them through to the next round. Some observers thought that Bulgaria were happy to see Argentina go out after receiving rough treatment from them in their opening match.
