Romania, led by Gheorghe Hagi, now 33 and considered the finest Romanian player of all time, proved very strong and a last minute winner against Glen Hoddle's England team helped them finish in first place. Tunisia, in their second appearance in the finals finished last.

Alan Shearer, now England's captain, put his side ahead just before half time, nodding a free-kick in off the post. The score stayed at 1-0 until Scholes hooked in a fine short from the edge of the area with one minute left.

Moldovan put Romania ahead early in the second half. In the 79th minute, Owen put England back in the match, scoring from close range after Shearer had brilliantly turned the ball back from the goal line. England pushed for the winner but in injury time, Dan Petrescu beat his marker to a long high ball and slid it through Seaman's legs for the winner.
